JFCS of Minnesota’s Waiver Case Management team

The U.S. Department of Justice released a memorandum last month arguing that states are not required under federal law to provide services to people with disabilities in community settings instead of institutions. While the memo does not change existing law or Supreme Court precedent, it has sparked concern among disability advocates because it challenges decades of support for the principle that people with disabilities should have the opportunity to live and thrive in their communities whenever possible.
At JFCS of Minnesota, our commitment has not changed.
Every day, our Waiver Case Management team works alongside people with disabilities and older adults to help them remain active, independent members of their communities. Our dedicated case managers do far more than coordinate services – they build trusted relationships, advocate for their clients, navigate complex systems, and empower each person to pursue their own goals and dreams.
JFCS partners with Ramsey and Hennepin counties to provide person-centered case management through Minnesota’s Home and Community-Based Waiver programs. We intentionally maintain manageable caseloads so our case managers have the time to truly get to know the people they serve and provide individualized support that honors each person’s unique needs, culture, and aspirations.
Whether it’s helping someone remain in their own home, access healthcare, connect with employment or social opportunities, or successfully navigate life’s transitions, our case managers make community living possible. Their work reflects what we believe at JFCS: everyone deserves the opportunity to live with dignity, independence, and a sense of belonging.
As national conversations about disability rights continue, JFCS will remain steadfast in providing compassionate, person-centered services that help people live full, connected lives in the communities they choose.
